Hotel and tourist accommodation construction in Greece

In Oitylo, Mani, we are building a 4-star stone hotel with 20 rooms and 49 beds, and we have built a traditional guesthouse in the same area. We know first-hand what a tourist property needs to get from a plot of land to its first booking.

Stone hotel with 49 beds under construction in Oitylo, Mani, by ERGA Construction

At a glance

  • A hotel goes through more approval stages than a house: land use, environmental permitting, the technical standards of its star category, the building permit, fire safety and the notice of operation.
  • New main tourist accommodation now starts operating by filing a notification through the ΟΠΣ-ΑΔΕ system, which replaced the former Special Operating Licence (Joint Ministerial Decision 11882/2025).
  • Tourist accommodation over 300 sqm must obtain an Electronic Building Identity; the deadline was extended to 1 February 2028.
  • In projects supported by a development-incentive programme, every quantity and stage must be documented for audits — we have done this on the Oitylo hotel.

What we have built

In Oitylo, Laconia, we are building a 4-star stone hotel with 20 rooms and 49 beds on a plot of about 10,500 sqm. The complex consists of several buildings in local stone, with extensive landscaping. The project is part of a development-incentive programme, and its permitting evolved as construction progressed.

In the same area we built a five-room traditional guesthouse inside a traditional settlement, with stone masonry walls and difficult site access.

From plot to opening

1. Suitability check of the plot: land use, building terms, minimum requirements for tourist use and protected zones.

2. Environmental permitting, depending on the category and size of the property.

3. Architectural design to the technical standards of the target star category, plus the other engineering studies.

4. Building permit and, where required, approval by the Architecture Council or the archaeological service.

5. Construction, with parallel documentation if the project is part of a development programme.

6. Fire safety, star classification, notice of operation and Electronic Building Identity.

We handle the technical side; on legal and financing matters we work alongside the advisers you have chosen.

Multi-building sites

On a complex with several buildings, the order in which they are built decides whether the site flows or stalls. We organise the site in levels with temporary access roads, engineer the retaining works and schedule material deliveries in batches so construction never stops.

Interiors — reception, restaurant, rooms — are worked out early with the architect, so services and concealed elements are in place before the walls are closed.

Frequently asked questions

Can foreign investors build a hotel in Greece?
Yes. EU citizens generally invest on the same terms as Greeks; for non-EU investors some border areas have extra approval requirements. Your lawyer confirms the legal side; we confirm what can be built on the plot and how.
Do you also renovate or extend existing hotels?
Yes. For existing properties we start with a legality and structural check and plan the works to disrupt the season as little as possible.
Do you work in English?
Yes. Reporting, budgets and day-to-day communication can all be in English.
